Project Description
The Board of Trustees of the Southern Illinois University governing Southern Illinois University Edwardsville hereby requests sealed bids to furnish all labor, equipment, tools and materials to renovate the patio on the southeast side of Alumni Hall on the Edwardsville campus of SIUE. Bids will be received from 2017 SIUE prequalified General Contractors.
Sealed bids will be accepted at the address below until 2:00 PM, Thursday, April 13, 2017:

Work includes: Selective demolition of existing storefront, door, brick pavers, waterproofing membrane and grout bed. New construction shall include cleaning and priming existing concrete deck, new reinforced waterproofing membrane, concrete drain slab, another reinforced membrane layer, drainage board, concrete pavers, new storefront, aluminum entrance door and glazing. Other work includes a new area drain, sheet metal flashings, and formwork for spray foam insulation and liquidfied rubber filler.
A mandatory pre-bid conference, for all those interested in bidding the project, will be held on April 3, 2017 at 10:00 a.m. in the Supporting Services Building. Representatives of the University and AAIC, Inc. will be present to answer questions regarding the project and bidding procedures. All prospective bidders are required to attend. All representatives must be in the conference room of the Supporting Services by 10:10 and must stay for the entire meeting and site visit. All contractors are required to sign in and sign out after site visit. If contractor is late or leaves before the completion of the meeting or site visit, the contractor will not be considered attending the pre-bid conference. This will be the only site visit. Subcontractors and suppliers that need to view the site are encouraged to attend.
All questions must be e-mailed to Shelly Albert, malbert@siue.edu, by April 7, 2017, 12:00 p.m. Questions submitted after this date may not receive a response. Answers to all questions will be addressed in the form of an addendum and will be posted on the Illinois Higher Education Procurement Bulletin website, www.procure.stateuniv.state.il.us. Questions should not be addressed to any other SIUE or an AAIC, Inc. representative. If contact of any kind occurs with any other representative, this will be grounds for disqualification.
If SIUE is closed due to inclement weather on the pre-bid and/or bid opening dates, the pre-bid meeting and/or bid will be due the first day SIUE is open at the same time as referenced in the bid documents.
Bidders who have not completed and returned their prequalification statement which is valid for the period January 1, 2017 through December 31, 2017, will be required to prequalify in accordance with the bidding contract provision - Document PQ00250 Prequalification Documents. Firms may verify their prequalification status by contacting Shelly at (618) 650-3265. The prequalification document will be due at the SIUE Purchasing Office a minimum of three days prior to the bid opening. Bids will not be accepted from Contractors who have not submitted and received approval of the SIUE Prequalification Statement. The 2017 SIUE Prequalification Documents may be downloaded on the Bulletin under RFI 2017SIUEPrequal.
In addition to completing SIUE?s prequalification statement, all bidders may qualify to submit bids to state universities of Illinois only if they are a legal entity authorized to do business in Illinois prior to submitting the bid. All first-tier subcontractors also meet this requirement. This applies to both in-state and out-of-state firms. Failure to provide the Certificate of Good Standing (or other qualifications as noted in the form included with this document) with your bid will result in your bid being considered as non-responsive.
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority which are applicable to the work or to the project. The successful bidder shall pay current prevailing wage rates as posted on the Illinois Department of Labor?s website and shall utilize equal employment opportunity hiring practices in connection with this project. The University reserves the right to reject any and all bids.
