Project Description
The Board of Trustees of Southern Illinois University governing Southern Illinois University Edwardsville (SIUE) hereby requests letters of interest and statements of qualifications from engineering firms interested in providing professional consulting services for a retrocommissioning project for Rendleman Hall on the Edwardsville campus, SIUE. The retrocommissioning of Rendleman Hall is a pilot program for SIUE and is expected to include a complete review of the original system's plans as well as current field conditions and operating protocols of the HVAC systems including interface with the campus chilled water system. Outcome results are expected to include documentation of existing conditions, recommendations for system repairs and/or upgrades, establishment of the optimum operating protocols including appropriate documentation and operator training, and documentation of the savings generated through the program.

Firms interested in providing such services should submit a team that is able to provide engineering services and be pre-qualified with the Illinois Capital Development Board in the MEP, life safety, and structural engineering disciplines.
The following related criteria will be among those used to evaluate the firms and/or teams requesting consideration for selection: location of firm, prior experience with similar projects, staff size, related State experience, team structure, current workload, and history of accurate cost information. Proposals should include a complete description of the history, size and capabilities of the submitting firm and a list of projects which demonstrate the firm's level of experience. For each project indicate a knowledgeable reference (name, address and telephone number). As a part of the submission, each team member must include a copy of their CDB Pre-qualification Certificate and a copy of their CDB 255 form.

Only those firms which meet the following qualifications will be considered: Submitted one copy of the Bidders Application, Contract Certification, Financial Disclosure Form, IL DHR form, Insurance Checklist, Iran Statement, No Bid Reply Form, and the State Board of Elections Certificate for the lead submitter.

  • Submitted 6 copies of their qualifications.
  • Licensed to practice as an architect, landscape architect, or engineer in the State of Illinois.
  • Pre-qualified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
Selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).

This transaction is subject to the State Board of Elections registration and certification requirements of Public Act 095-0971.
