This is a CDB project. SIUe posted the QBS notice for engineering services, received the letters of interest and had a committee review the information submitted. A CDB representative was included on the committee. SIUe made a recommendation to CDB and CDB posted the award under #825-030-070.
The University award process may be delayed up to thirty days as this award goes through a state approval process.

Project Description
The Board of Trustees of Southern Illinois University governing Southern Illinois University Edwardsville (SIUE) hereby requests letters of interest and statements of qualifications from engineering firms interested in providing professional consulting services to upgrade the Chiller Plant on the Edwardsville campus of Southern Illinois University Edwardsville.

This project seeks engineering services to continue the development of the program scope and budget and, if approved, plans to upgrade the SIUE Chiller Plant. The engineering services will include evaluating three already identified alternative upgrades for final selection by the University. The cost of the work will be finalized once a comprehensive cost estimate is determined, but is expected to be approximately $3.4 million. The project will be funded from the Illinois Capital Development Board.
Due to the addition of several new buildings, as well as aging equipment in the existing chiller plant, an upgrade in capacity and redundancy is needed. Additional work included in the project will be the addition of a third lake water pump which supplies condenser water to the chillers, an upgrade of the 4160 switchgear, removal of the old two stage absorption chiller which is no longer functional, and pump and control upgrades to improve the effectiveness of the thermal storage system. The refrigerant currently being used in the Plant is scheduled for phase out by the Montreal Protocol to reduce ozone depletion. This project will start the move of the facility away from those refrigerants.
Firms interested in providing such services should submit a team that is able to provide all relevant engineering services, and be pre-qualified with the Illinois Capital Development Board in all of the architectural/engineering disciplines.
The following related criteria will be among those used to evaluate the firms and/or teams requesting consideration for selection: location of firm, prior experience with similar projects, staff size, related State experience, team structure, current workload, and history of accurate cost information. Proposals should include a complete description of the history, size and capabilities of the submitting firm and a list of projects which demonstrate the firm's level of experience. For each project indicate a knowledgeable reference (name, address and telephone number). As a part of the submission, each team member company must include a copy of their CDB Pre-qualification Certificate and the submitting engineer must include a copy of their CDB 255 form.

Only those firms which meet the following qualifications will be considered:
  • Submitted 5 copies of their qualifications.
  • Licensed to practice as an architect, landscape architect, or engineer in the State of Illinois.
  • Pre-qualified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
Selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).

This transaction is subject to the State Board of Elections registration and certification requirements of Public Act 095-0971.
