Project Description
The Board of Trustees of Southern Illinois University governing Southern Illinois University Edwardsville (SIUE) hereby requests letters of interest and statement of qualifications from architectural lead teams interested in providing third-party consulting services to provide programming, planning and conceptual design services for a Master Plan for improvements to the Morris University Center (MUC) and Student Success Center (SSC) buildings, and to potentially provide architectural design and construction administration services for specific projects as needed.

In developing the Master Plan, the selected firm will provide a program that will help define long range plans and operational goals for the MUC and SSC, including renovation and potential expansion based on needs and analysis. The Master Plan should also address issues and needs related to changing campus needs and lifestyles, space needs for the campus community, dining services enhancements, the MUC�??s aging infrastructure (i.e., structural, electrical, HVAC), integration of both attached buildings, and code compliance. At the University�??s sole discretion, the University may contract separately with the selected consultant to provide basic services for the actual architectural design for any or all of the projects indicated in the Master Plan. Further design and construction of projects will be dependent on the University developing a successful funding plan. A more detailed Scope of Work is included as one of the attachments to this announcement. The project will be funded by Morris University Center revenues and student fee and Student Success Center student fee.
The following related criteria will be among those used to evaluate the firms and/or teams requesting consideration for selection: location of firm, prior experience with similar projects, staff size appropriate to the scope, related State experience, team structure, current workload, BEP status, and history of accurate cost information. Proposals should include a complete description of the history, size and capabilities of the submitting firm and a list of projects which demonstrate the firm's level of experience. For each project indicate a knowledgeable reference (name, address and telephone number). As a part of the submission, each team member must include a copy of their CDB Pre-qualification Certificate and a copy of their CDB 255 form, but this is not a CDB project. Faxed or electronic submittals will not be accepted.

There are no formal bid documents, RFP documents, specifications, drawings, etc. available for this project. The information provided in this posting and the attached scope of work is the only information that is available and will be provided to interested vendors.
The submittals will not be opened publicly. However the names of the companies responding to this posting will be read publicly at 2:00 p.m. on September 9, 2015 in the Supporting Services Bldg., Room 1020. All parties interested in this information must be in attendance at this place and time. No information will be released after September 9, 2015, 2:00 p.m. until the awardee is posted on the Bulletin website.
Interested firms need to submit only one copy of the attached forms (Financial Disclosure and Conflicts of Interest, Contract Certification, DHR Form, Insurance Checklist, Authority To Do Business in the State of Illinois, and the State Board of Elections Certification). It is preferred that a CD or an electronic format containin all information submitted, including the above-referenced forms, be submitted in addition to the hard copies. The electronic format is not a requirement.

  • Submitted 6 copies of their qualifications.
  • Licensed to practice as an architect, landscape architect, or engineer in the State of Illinois.
  • Pre-qualified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilize an AutoCAD compatible system to provide documents.
  • There is no BEP goal for this procurement.
Selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).

This transaction is subject to the State Board of Elections registration and certification requirements of Public Act 095-0971.
