The University awarded a contract for OCLC Online Computer Library Center to OCLC Online Computer Library Center, Inc, Dublin, OH, for an estimated $203,430.
The Consortium of Academic and Research Libraries in Illinois (CARLI), in collaboration with the University of Illinois System, provides essential library infrastructure and resources to sustain the academic excellence of programs at 127 public universities, community colleges, private colleges and universities, and special libraries throughout Illinois. CARLI member libraries serve 90% of Illinois Higher Education students, faculty, and staff. A list of CARLI member libraries is available at http://www.carli.illinois.edu/membership/mem-libs. CONTENTdm is a hosted software product that CARLI has been using since the award to OCLC, Inc. was made from RFP1JLJ505 in 2004. CONTENTdm is a repository for digital content created by CARLI member libraries, or purchased by CARLI for use by its members. CARLI Digital collections provides access to a myriad of special collections, containing over 3 TB of data including images, printed and manuscript materials, sound recordings, and the Saskia Art Images and Sanborn Maps of Illinois collections. CARLI and CARLI members have an ongoing need for a repository to house these items.
The University has determined that this purchase is only economically available from this source because the procurement is software license, upgrade or maintenance. By combining digital collections from many CARLI member institutions into a seamless environment, faculty, staff, students, and the public are able to search across institutions and collections, integrating previously disparate and possibly remote special collections. An interruption to this service would have a negative impact on CARLI and CARLI member libraries students, faculty, and staff.

We will hold a public hearing at the date, time and location specified below, if we
receive a request to testify regarding the sole source determination. We will also
hold a hearing if any vendor submits a signed statement showing the capability to
provide the stated supplies/services at or below the amount indicated.
The public hearing allows any interested party the opportunity to testify for or against
the sole source determination as described in this notice. The purpose of the hearing
is to receive information from the public in a reasonable manner. Formal rules of evidence
will not apply. The hearing officer will produce minutes of the hearing and may record
it in order to aid in the production of the minutes. After conclusion of the hearing we
will decide whether the sole source determination was appropriate.
We must receive any request to testify and any vendor statement no later than the
registration date and time indicated below. If we do not receive a timely request or statement, we will not hold
the hearing. We reserve the right to cancel the procurement prior to any scheduled hearing.
