Section 5.2 of the solicitation document indicated that "...consultation services may be requested on an as needed basis." The original award notice published for this solicitation on July 20, 2020, did not include sufficient estimates for these allowable consulting hours. Furthermore, after completion of the first year's tax return, Vendor identified additional forms that the University is required to file. Specifically tax filings for states other than Illinois and additional forms such as 926, 8865, 8621, 8858, 5713, and 5471. This change request is to increase the estimated award amount to account for these services.

Amendment 2 is the University Response to all questions received from potential Respondents. These responses will aid in responding to this solicitation.
Amendment 1 adds copies of the Federal and State Tax Returns for the University (990-T). The Federal includes copies for the last two years (FY17 and FY18) and the State includes a copy of last years submittal (FY18). The University has also included copies of FY18 vs. FY17 Comparative Analysis; along with two Sample Schedules. These documents will aid in responding to this solicitation.

The University System, on behalf of the Board of Trustees of the University of Illinois and the University Treasury Operations is requesting professional services of a certified public accounting firm to prepare and review the University's required annual Federal and State unrelated business income tax return forms.
The awarded CPA firm must be able to prepare, review, and file the System's annual Tax Forms which include IRS Form 990-T, Exempt Organization Business Income Tax Return; Illinois Department of Revenue Form IL-990-T, Illinois Exempt Organization Income and Replacement Tax Return; and be able to provide comparative analysis by each activity year over year.
Consulting Services may be requested on an as needed basis. Advisement may be, but is not limited to, Tax Cuts and Job Acts of 2017 provisions affecting the System and research on global operations, navigating business structure and registration requirements, tax compliance, labor laws, banking structures and risk management.
