The University awarded a contract for Advertising on Chicago Tribune's media outlets to Chicago Tribune Inc., Chicago, IL, for an estimated $250,000.
Chicago Tribune Inc. comprising of CLTV and Chicago Tribune print media is a high impact and enduring form of advertising. CLTV and Chicago Tribune print media are necessary to supplement and build marketplace awareness of the University of Illinois Hospital & Health Sciences System (UIHHSS).
UIHHSS has decided in consultation with it's marketing consultant, Laughlin Constable, that only Chicago Tribune outlets thoroughly reach the targeted audience and therefore they are the sole source provider. The UIHHSS targeted marketplace is specific toward African-Americans, Latinos/Hispanics, and Influential purchasers of healthcare within the primary service area of UIHHSS locality In addition to WGN and CLTV, Televised Vendors include Video 44 (Telemundo, WSNS TV 44), Univision Television Group (WGBO Channel 66), Unimas Television Group, and Comcast Cable are reviewed. In addition to Tribune Media Group, other print media including ImpreMedia Operating Company, Lawndale News, The Near West/South Gazette, Chicago Sun Times, and Chicago Health Magazine are also reviewed. However, none of these vendors air the âLiving Healthy Chicagoâ television segments or publish as many publications as the Tribune Media Group and therefore, no other vendor is comparable.
The University has determined that this purchase is only economically available from this source because the media is for advertising.

We will hold a public hearing at the date, time and location specified below, if we
receive a request to testify regarding the sole source determination. We will also
hold a hearing if any vendor submits a signed statement showing the capability to
provide the stated supplies/services at or below the amount indicated.
The public hearing allows any interested party the opportunity to testify for or against
the sole source determination as described in this notice. The purpose of the hearing
is to receive information from the public in a reasonable manner. Formal rules of evidence
will not apply. The hearing officer will produce minutes of the hearing and may record
it in order to aid in the production of the minutes. After conclusion of the hearing we
will decide whether the sole source determination was appropriate.
We must receive any request to testify and any vendor statement no later than the
registration date and time indicated below. If we do not receive a timely request or statement, we will not hold
the hearing. We reserve the right to cancel the procurement prior to any scheduled hearing.
