The University awarded a contract for upgrade to the Inductively Coupled Plasma MS to PerkinElmer, Inc., Waltham, MA, for an estimated $105,562.34.
UIC obtained Perkin Elmer ICP MS from a NSF MRI grant in 2018. However, due to the limited funding situation, the instrument came with a basic configuration, which is not able to handle the sophisticated analysis that UIC users demand including nanoparticle analysis, biological sample analysis such as tissue, hair and finger nail samples, elemental speciation analysis. Furthermore, the basic autosampler is not suitable for automated high throughput analysis (the sample volumes that UIC PIs proposed are at least hundreds in each batch, even thousands).
The university, on information and belief, has concluded that only one vendor can meet its need or can meet the need economically. That vendor is PerkinElmer, Inc. The university has provided detailed justification to support its conclusion as shown on the attached Sole Source Justification Form.
Although the university has presented this as a sole source procurement, we are seeking competitive information from firms with the capability of meeting the university's need (even if performed in a manner different from what has been presented) to contact us and provide sufficient information to show the need can be met. If we receive that information, the Chief Procurement Officer will offer a public hearing to consider the matter. Hearing information is described below.
All sole source hearings under the jurisdiction of the Chief Procurement Officer for Higher Education will be conducted by tele-conference only until the in-person option is reinstated.
The University has determined that this purchase is only economically available from this source because the compatibility of equipment, accessories, replacement parts, or service is a paramount consideration. he upgrade of the Inductively Coupled Plasma Mass Spectrometer (ICP MS) includes:
- a HPLC system, required for ICP speciation analysis
- a microwave digestion system, required for sample preparation of ICP analysis samples
- an autosampler system, required for high throughput analysis
- new accessories, required to install 2 gas systems for ICP analysis
- and some consumables for nanoparticle analysis.
