The SPM software is needed in the new Outpatient Surgery Center (OSC)/Specialty Care Building (SCB) to support its operations in the Operating Room and Procedural areas. The change is required in order to ensure we can properly process surgical instruments, track surgical instruments and document process and patient information in accordance to standards. The use of an instrument management system is imperative for our organization as it provides us with increased efficiency, cost-savings, organization and enhanced safety for our patients.

The University awarded a contract for Surgical Asset Tracking Software to STERIS, Inc., Mentor, OH, for an estimated $124,000.
SPM is an instrument management system that will interface with our equipment (washers, steam sterilizers, etc.) in the Sterile Processing Department (SPD) and High-Level Disinfection (HLD) areas along with a bi-directional interface with Epic OpTime.
The use of an instrument management system is imperative for our organization as it provides us with increased efficiency, cost-savings, organization and enhanced safety for our patients. SPM will replace our current Impress system (sunsetting 6/30/2021) that assists with instrument processing, tracking, documentation, reporting and management processes. Additionally, SPM has interface capabilities with our existing equipment and Epic EMR, and will provide us with High Level Disinfecting/Scope Management capabilities and increased reporting. SPM will give our hospital the information and tools to improve quality and efficiency with straightforward and guided workflows for all processes.
The university, on information and belief, has concluded that only one vendor can meet its need or can meet the need economically. That vendor is STERIS, Inc. The university has provided detailed justification to support its conclusion as shown on the attached Sole Source Justification Form.
Although the university has presented this as a sole source procurement, we are seeking competitive information from firms with the capability of meeting the university's need (even if performed in a manner different from what has been presented) to contact us and provide sufficient information to show the need can be met. If we receive that information, the Chief Procurement Officer will offer a public hearing to consider the matter. Hearing information is described below.
All sole source hearings under the jurisdiction of the Chief Procurement Officer for Higher Education will be conducted by tele-conference only until the in-person option is reinstated.
The University has determined that this purchase is only economically available from this source because the compatibility of equipment, accessories, replacement parts, or service is a paramount consideration.
