The University awarded a contract for HealthStream OB Education Modules to HealthStream, Inc., Nashville, TN, for $297,075.
This product is needed for compliance purposes with both state and federal regulations such as the Illinois Department of Public Health (IDPH) and Joint Commission (TJC). It keeps us compliant with at least three of the seven National Patient Safety Goals (NPSG) set forth by TJC. It also helps us further initiatives set forth by the Illinois Perinatal Quality Collaborative (ILPQC) such as promoting vaginal birth, promoting birth equity, mothers and newborns affected by opioids (MNO), et cetera. This platform provides a plethora of modules to increase the safety and quality of all clinicians privy to them.
HealthStreams Quality OB program educates medical providers including doctors and nurses to identify and treat high-risk safety issues. It is an interactive learning program that maximizes team-based performance in obstetric care through competency-based modules related to high-risk patient safety issues including: electronic fetal monitoring, hypertension in pregnancy, postpartum hemorrhage, shoulder dystocia, trial of labor after Cesarean, and effective communication and event disclosure in obstetrics.
The university, on information and belief, has concluded that only one vendor can meet its need or can meet the need economically. That vendor is HealthStream, Inc. The university has provided detailed justification to support its conclusion as shown on the attached Sole Source Justification Form.
Although the university has presented this as a sole source procurement, we are seeking competitive information from firms with the capability of meeting the university's need (even if performed in a manner different from what has been presented) to contact us and provide sufficient information to show the need can be met. If we receive that information, the Chief Procurement Officer will offer a public hearing to consider the matter. Hearing information is described below.
All sole source hearings under the jurisdiction of the Chief Procurement Officer for Higher Education will be conducted by tele-conference only until the in-person option is reinstated.
The University has determined that this purchase is only economically available from this source because the procurement is software license, upgrade or maintenance.
