The University awarded a contract for MiPACS Dental Enterprise Software to Medicor Imaging, Charlotte, NC, for an estimated $109,600.
A PAC system, or picture archiving and communication system (PACS), is a medical imaging technology providing economical storage and convenient access to images from multiple modalities and sources within the College. The College has been using various siloed approaches to managing 2-D images (intraoral) and 3-D images (CBCT and intraoral scans) which make it very difficult to locate individual patient data. This siloed approach has been recognized as a potential compliance risk in terms of access controls and potential privacy concerns.
This MiPACS system will integrate into the Colleges electronic health record system (AxiUm) which improves the workflow, reduces the potential of exposing the patient to additional images unnecessarily, assures correct identification of patient images, and monitor exposure counts. The expectation is to convert to this archiving system for all 3D and 2D images throughout the College by early summer, 2022.
87% of dental colleges in North America who were surveyed currently manage their images with a PAC system, with the vast majority using MiPACS.
The university, on information and belief, has concluded that only one vendor can meet its need or can meet the need economically. That vendor is Medicor Imaging, Charlotte, NC, USA. The university has provided detailed justification to support its conclusion as shown on the attached Sole Source Justification Form.
Although the university has presented this as a sole source procurement, we are seeking competitive information from firms with the capability of meeting the university's need (even if performed in a manner different from what has been presented) to contact us and provide sufficient information to show the need can be met. If we receive that information, the Chief Procurement Officer will offer a public hearing to consider the matter. Hearing information is described below.
All sole source hearings under the jurisdiction of the Chief Procurement Officer for Higher Education will be conducted by tele-conference only until the in-person option is reinstated.
The University has determined that this purchase is only economically available from this source because the procurement is software license, upgrade or maintenance.
