The University awarded a contract for consulting services for sponsored project.
Their price for the scope of work is reasonable compared to other consultants we have engaged in the past. The cost is based on assignment of project team members, the activities and deliverables outlined, and the project duration of approximately 8 weeks. In addition to professional fees, Chartis bills for direct expenses including travel to the client site and/or Chartis offices for team work sessions, lodging, and meals. Expenses generally do not exceed 15% - 20% of professional fees under normal travel circumstances and will be less with a reduced travel model. The cost for professional fees is $175,000 and direct expenses are being estimated at 20% of those professional fees.
This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for performing sponsored research and other sponsored activities under grants and contracts funded by the sponsor or by sources other than State appropriations. (30 ILCS 500 / 1-13(b)(8)) This will enable us to fulfill our contractual obligations to the State of Illinois and meet deliverables. This will allow us to be an entrepreneurial unit and support ourselves and additional collaborators across the university.
