The Board of Trustees of U of Illinois Facilities Planning and Programshereby requests sealed bids for construction work on the Student Recreation Center - University of Illinois at Springfield (UIS) project (Bid # 1TWD703).
The Board of Trustees of the University of Illinois on behalf of the Springfield campus Department of Student Affairs is seeking bids from qualified firms to provide preconstruction and construction services in connection with the Student Recreation Center Project at the University of Illinois at Springfield (UIS) Project # CM040039.
Project Description
This bid is a two phase process for construction management services and selected portions of the actual construction of a new multi-purpose student recreation center and fitness facility located on Richard Wright Drive, adjacent to the Kiwanis soccer stadium.
- In the first phase, the University is requesting the submission of CM at risk qualifications and selected pricing by qualified Construction Management firms for preconstruction, construction services, and general conditions.
- A short list of three construction management firms (finalists) will then be selected based on qualifications/interviews/pricing evaluations to participate in the second phase to bid a final Guaranteed Maximum Price (GMP) (inclusive of construction management services, general conditions, and construction work). A $20,000 stipend will be given to the three finalists for the Phase II work.

PrequalificationEach bidder shall prequalify with the owner in accordance with the solicitation for bid. The project-specific prequalification (attached Solicitation for Bid) deadline is 4:00 p.m. prevailing time on October 21, 2004.
Bid OpeningImmediately after the closing time for receiving bids, all proposals will be publicly opened, read, and tabulated at 212 Tech Plaza, 616 East Green Street,Champaign, IL 61820 . Noted errors, omissions and defects will be announced. Bids received after closing time will be returned unopened. The public opening and reading is for information only and is not construed as acceptance or rejection of any bid.
Evaluation of BidsThe evaluation factors that will be used in determining the best qualified phase 1 submissions are outlined in paragraph three of Appendix I of the Solicitation for Bid. The owner shall assign contracts in accordance with Article 6.2 of the General Conditions after phase II of this solicitation for bid. (Refer to Articles 6.2 and 15 of the General Conditions for requirements concerning assignments of contracts.)
Award of AgreementThe University will make an award to the bidder who has, in the opinion of the University, best demonstrated competence and qualification for the type of services required at the lowest responsive price.
Bid Acceptance or RejectionThe owner reserves the right to reject any or all bids or any part thereof, to waive any informalities in the bidding, and to accept the bids deemed to be in the best interests of the owner after all bids have been examined and evaluated.
Statutory RequirementsThe successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority that are applicable to the work or to the project. The successful bidder shall pay prevailing wages and shall utilize equal employment opportunity hiring practices in connection with this project.

Mandatory Pre-Bid Conference/Site Visit
The University will hold a mandatory pre-bid conference and site visit at UIS Campus Brookens Auditorium at 1:30 p.m. local time on October 18, 2005 in Room 103. Representatives of the University and the professional services consultant will be present to answer any questions regarding the project or bid procedures. Prospective Bidders must respond to Chris Rogan at 217/333-5688 before October 18, 2005 with firm name and number of attendees. A maximum of three representatives from each firm may attend. Bids submitted by companies not in attendance at any mandatory conference will not be accepted.
During the site visit each bidder shall fully acquaint and familiarize itself with the conditions as they exist and the character of the operation to be carried out under the resulting agreement.
