The Board of Trustees of U of Illinois Facilities Planning and Programs hereby requests sealed bids for construction work on the the Housing Life Safety Code 2000 - Sherman Piping Valves Replacement Phase II project at the Urbana campus project.

Project Description
The University of Illinois at Urbana-Champaign desires to undertake replacement of heating/cooling riser piping, fan coils, pumps, mechanical room piping modifications and add sprinkler system with associated piping, conduit and wire, and chase repair work to the 13-story wing of the Sherman Hall residence complex, originally constructed in 1966. Alternate work for this project, includes replacing existing grid ceiling on the 13th floor, provide and install new grid ceiling; repaint student rooms all floors; remove existing, and provide and install new lighting fixtures, shower head arms, vanities, tops, sinks and faucets; remove existing and install new owner-furnished shelving.

Access to the building for construction will begin on May 16, 2005. Substantial completion is to be Aug. 5, 2005 with limited access for final completion after that date to be coordinated with the owner.

This project includes a project labor agreement that will be executed between the lowest responsive/responsible bidder and the East Central Illinois Building & Construction Trades Council. A copy of the project labor agreement is included in the project bid documents, General Project Requirements.

Prequalification
Each bidder shall prequalify with the owner in accordance with the General Instructions to Bidders (Document 00200).

All bidders shall be prequalified with the owner. New bidders that are not prequalified shall prequalify using the owner''s web-based Contractor Annual Prequalification System (CAPS)- http://notes.ocp.uiuc.edu:8888/

The project will be administered using the owner''s web-based project management system. PRZM was developed to maximize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team collaboration in management and interaction, as well as team member empowerment on a multi-layer security system.

Minimum user requirements are as follows

  • Personal Computer: Microprocessor speed of 100mhz or higher, 32Mb RAM, and a monitor capable of at least 800 x 600 pixel resolution.
  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Software: At various stages of PRZM, users will be required to attach their documents to PRZM.
  • Computer-Aided Drawing (CAD) viewer
Bid Dates
Bids for Divisions II through VI type work will be received up to the hour of 10:00 a.m. prevailing time, on Tuesday, March 8, 2005. Bids for Division I work will be received up to the hour of 2:00 p.m. prevailing time, on Tuesday, March 8, 2005. The owner shall assign the contracts for Contract Divisions II - VI Work to the Contract Division I (General Contractor) in accordance with Article 6.2 of the General Conditions. Bid Opening
Immediately after the closing time for receiving bids, all proposals will be publicly opened, read, and tabulated at Room 128, Physical Plant Services Building, 1501 S. Oak, Champaign, IL 61820. Noted errors, omissions and defects will be announced. Bids received after closing time will be returned unopened. The public opening and reading is for information only and is not construed as acceptance or rejection of any bid.

Bid Acceptance or Rejection
The owner reserves the right to reject any or all bids or any part thereof, to waive any informalities in the bidding, and to accept the bids deemed to be in the best interests of the owner after all bids have been examined and evaluated.

Statutory Requirements
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority that are applicable to the work or to the project. The successful bidder shall pay prevailing wages and shall utilize equal employment opportunity hiring practices in connection with this project.

Bids will be received up to the hour of 2:00 PM local time, on Tuesday, March 8, 2005. Immediately after closing time for receiving bids, they will be opened publicly and read.

Pre-Bid Meeting
A pre-bid meeting will be held in Sherman Hall Lounge Building, 909 S. Fifth Street, Champaign, IL 61820, at 10 a.m., prevailing time on Thursday, February 24, 2005. Representatives of the owner and the professional services consultant will be present to answer questions regarding the project and bidding procedures. All prospective bidders are urged to attend.
