The Board of Trustees of U of Illinois Facilities Planning and Programs hereby requests sealed bids for construction work on the McKinley Health Center Expansion Link project at the Urbana Campus project.

Project Description
The project includes a new enclosed entrance and addition to the south side and on top of the existing roof of the single story link between the first floors of Building "A" and Building "B". The addition includes basement storage, pre-registration area, link connecting the second floors of Building "A" and Building "C", administrative spaces, mechanical room and associated mechanical, electric, plumbing and fire protection. Relocation of storm and sanitary lines will be required.

The project also includes replacement of existing windows in portions of Buildings "A", "B", and "C".

The project will be phased so that the health center can remain fully operational during construction. Temporary entrances, dust control and construction protection will be required to protect staff and patients.

This project includes a Project Labor Agreement that will be executed between the lowest responsive/responsible bidder and the East Central Illinois Building & Construction Trades Council. A copy of the Project Labor Agreement is included in the project bid documents, General Project Requirements.

Bid documents have been prepared by FWAI Architects Inc., 1 NW Old Capitol Plaza, Springfield, IL 62701, hereinafter referred to as the Professional Services Consultant. The bid documents may be obtained from the Professional Services Consultant by depositing a check in the amount of $250 for each set, payable to the Professional Services Consultant.

Prequalification
Each bidder shall prequalify with the owner in accordance with the General Instructions to Bidders (Document 00200).

All bidders shall be prequalified with the owner. New bidders that are not prequalified shall prequalify using the owner's web-based Contractor Annual Prequalification System (CAPS)- http://notes.ocp.uiuc.edu:8888/

The project will be administered using the owner's web-based project management system. PRZM was developed to maximize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team collaboration in management and interaction, as well as team member empowerment on a multi-layer security system.

Minimum PRZM user requirements are as follows:

  • Personal Computer: Microprocessor speed of 100mhz or higher, 32Mb RAM, and a monitor capable of at least 800 x 600 pixel resolution.
  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Software: At various stages of PRZM, users will be required to attach their documents to PRZM.
  • Computer-Aided Drawing (CAD) viewer.
Bid Dates
Bids for Divisions II through VI work will be received up to the hour of 2:00 p.m. prevailing time, on Tuesday, June 14, 2005. Bids for Division I work will be received up to the hour of 2:00 p.m. prevailing time, on Thursday, June 16, 2005. The owner shall assign the contracts for Contract Divisions II-VI Work to the Contract Division I (General Contractor) in accordance with Article 6.2 of the General Conditions. Bid Opening
Immediately after the closing time for receiving bids, all proposals will be publicly opened, read, and tabulated in Room #127, Facilities & Services, 1501 S. Oak, Champaign, IL 61820. Noted errors, omissions and defects will be announced. Bids received after closing time will be returned unopened. The public opening and reading is for information only and is not construed as acceptance or rejection of any bid.

Bid Acceptance or Rejection
The owner reserves the right to reject any or all bids or any part thereof, to waive any informalities in the bidding, and to accept the bids deemed to be in the best interests of the owner after all bids have been examined and evaluated.

Statutory Requirements
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority that are applicable to the work or to the project. The successful bidder shall pay prevailing wages and shall utilize equal employment opportunity hiring practices in connection with this project.

Pre-Bid Meeting
A pre-bid meeting will be held in Room 222, McKinley Health Center at 10:00 a.m. prevailing time on Thursday, June 2, 2005. Representatives of the Owner and the Professional Services Consultant will be present to answer questions regarding the project and bidding procedures. All prospective bidders are urged to attend.
