The Board of Trustees of U of Illinois Facilities Planning and Programs hereby requests sealed bids for construction work on the Music Building - Renovate Instructional Labs project at the Urbana campus project.
Project Description
The University of Illinois at Urbana-Champaign desires to undertake the creation of two new state-of-the-art music instructional laboratories in the Music Building, 1114 W. Nevada, Urbana, IL. The building was originally completed in 1972. This project includes the renovation and upgrading of an existing music instructional lab on the fifth level and the creation of a server room for this lab from an adjacent existing office. The second music lab will be created by combining two lower level classrooms into one larger laboratory facility. Both laboratories will require all new architectural finishes, including new ceilings, flooring and acoustic wall finishes, along with necessary HVAC, new lighting, new infrastructure for voice/data & audio/visual systems, and electrical system upgrades. As part of this project, another existing lower level room will be partitioned into two rooms to provide an Auxiliary Music Room and a Key Shop. A new telecom closet will also be created from an existing office on the fourth level with associated conduit routing, both from an existing telecom closet on the second level to this new closet and from the new closet to the renovated laboratory on the fifth level.
Access to the building for construction will begin on May 16, 2005. Substantial Completion is to be July 29, 2005 with limited access for final completion after that date to be coordinated with the owner.
This project includes a project labor agreement that will be executed between the lowest responsive/responsible bidder and the East Central Illinois Building & Construction Trades Council. A copy of the project labor agreement is included in the project bid documents, General Project Requirements.

Prequalification
Each bidder shall prequalify with the owner in accordance with the General Instructions to Bidders (Document 00200).
All bidders shall be prequalified with the owner. New bidders that are not prequalified shall prequalify using the owner's web-based Contractor Annual Prequalification System (CAPS)- http://notes.ocp.uiuc.edu:8888/
The project will be administered using the owner's web-based project management system. PRZM was developed to maximize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team collaboration in management and interaction, as well as team member empowerment on a multi-layer security system.

Bids will be received up to the hour of 10:00 AM local time, on Wednesday, April 20, 2005. Immediately after closing time for receiving bids, they will be opened publicly and read.
Pre-Bid Meeting
A pre-bid meeting will be held in room 1140, University of Illinois, Music Building, 1114 West Nevada Street, Urbana, IL, at 10:00 a.m. prevailing time on Thursday, March 31, 2005. Representatives of the owner and the professional services consultant will be present to answer questions regarding the project and bidding procedures. All prospective bidders are urged to attend.
