Project Description
The project consists of the removal of the existing aluminum window system, including asbestos abatement of interior and exterior window sealants and removal of selective existing interior finishes directly affected by removal of the existing aluminum window system. The project must be coordinated with a separate contract for installation of a new thermally broken aluminum frame and insulated glass window system.

Bid Document Sources
Bid documents have been prepared by Hinds Environmental, Inc., 2975 Stanton Street, Springfield, IL 62703, (217) 585-8970, the professional services consultant. The bid documents may be obtained from City Blue Technologies, Attn: DPC, 325 West R.B Garret Avenue, Peoria, IL 61605, Phone: 309-676-6633, Fax: 309-676-0502 by depositing a check made payable to the University of Illinois in the amount of $50 OR non-cash plan deposit programs which are guaranteed by contractor associations are acceptable. Documents may also be obtained online at www.citybluetechnologies.com. It is the bidders' responsibility to make arrangements with City Blue Technologies for either pick-up or delivery of Bid Documents, including any associated transportation or postage costs.

Prequalification
Each bidder shall pre-qualify with the owner in accordance with the General Instructions to Bidders (Document 00200).

All bidders shall be pre-qualified with the owner. New bidders that are not pre-qualified shall pre-qualify using the owner's web-based Contractor Annual Prequalification System (CAPS)- http://przm.apps.uillinois.edu/

The project will be administered using the owner's web-based project management system. PRZM was developed to maximize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team collaboration in management and interaction, as well as team member empowerment on a multi-layer security system.
Minimum PRZM user requirements are as follows:
  • Personal Computer: Microprocessor speed of 100mhz or higher, 32Mb RAM, and a monitor capable of at least 800 x 600 pixel resolution.
  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Software: At various stages of PRZM, users will be required to attach their documents to PRZM.
  • Computer-Aided Drawing (CAD) viewer
Pre-Bid Meeting
A pre-bid meeting will be held in Brookens Conference Room E at 10:00 A.M. prevailing time on Thursday, April 24, 2008. Representatives of the Owner and the Professional Services Consultant will be present to answer questions regarding the project and bidding procedures. All prospective bidders are urged to attend.

Bid Opening
Immediately after the closing time for receiving bids, all proposals will be publicly opened, read, and tabulated at Business Services Building, Room 31. Noted errors, omissions and defects will be announced. Bids received after closing time will be returned unopened. The public opening and reading is for information only and is not construed as acceptance or rejection of any bid.

Bid Acceptance or Rejection
The owner reserves the right to reject any or all bids or any part thereof, to waive any informalities in the bidding, and to accept the bids deemed to be in the best interests of the owner after all bids have been examined and evaluated.

Statutory Requirements
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority that are applicable to the work or to the project. The successful bidder shall pay prevailing wages and shall utilize equal employment opportunity hiring practices in connection with this project.
