Project Description
This project involves replacing all components and sections of each of the air-handling units; performance hall AHU (S-1) and classroom AHU (S-2) and their supporting equipment, piping, and controls. Each supply fan is anticipated to be retained as they appear in useful condition. Proper function for the building requires both temperature and humidity control. Humidification is currently absent but is warranted and critical for this facility. Preheating/reheating of air supply needs to be upgraded to hot water-glycol as well. Cooling coils have corroded at the fin to tube bond surface such that the cooling performance cannot meet today's needs. Unit casings have rusted through and will catastrophically impact the academic mission when they fail.
This project includes a Project Labor Agreement that will be executed between the lowest responsible/responsive bidder and the East Central Illinois Building and Construction Trades Council. A copy of the Project Labor Agreement is included in the Project Bid Documents, General Project Requirements.

The bid documents may be obtained by contractors who have been prequalified through Facilities & Services, from the professional services consultant by depositing a check in the amount of $100 for each set, payable to the professional services consultant OR non-cash plan deposit programs which are guaranteed by contractor associations are acceptable.

Prequalification
Each bidder shall prequalify with the owner in accordance with the General Instructions to Bidders (Document 00200).
All bidders shall be prequalified with the owner. New bidders that are not prequalified shall prequalify using the owner's web-based Contractor Annual Prequalification System (CAPS)- http://przm.apps.uillinois.edu/
The project will be administered using the owner's web-based project management system. PRZM was developed to maximize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team collaboration in management and interaction, as well as team member empowerment on a multi-layer security system.
Minimum PRZM user requirements are as follows:
- Personal Computer: Microprocessor speed of 100mhz or higher, 32Mb RAM, and a monitor capable of at least 800 x 600 pixel resolution
- Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended
- E-mail: PRZM requires the user to have a valid e-mail account
- Software: At various stages of PRZM, users will be required to attach their documents to PRZM
- Computer-Aided Drawing (CAD) viewer
Pre-Bid Meeting
A pre-bid meeting will be held in Physical Plant Service Building, 1501 S. Oak St., Champaign, IL 61820 in Conference Room 128 at 10:00 AM prevailing time on December 16, 2008. Representatives of the Owner and the Professional Services Consultant will be present to answer questions regarding the project and bidding procedures. All prospective bidders are urged to attend.
Bid Opening
Immediately after the closing time for receiving bids, all proposals will be publicly opened, read, and tabulated at Physical Plant Service Building, Facilities and Services, 1501 S. Oak St., Champaign, IL 61820, Conference Room 127 on January 6, 2008 and January 8, 2008 at 2:00 PM. Noted errors, omissions and defects will be announced. Bids received after closing time will be returned unopened. The public opening and reading is for information only and is not construed as acceptance or rejection of any bid.
Bid Acceptance or Rejection
The owner reserves the right to reject any or all bids or any part thereof, to waive any informalities in the bidding, and to accept the bids deemed to be in the best interests of the owner after all bids have been examined and evaluated.

The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority that are applicable to the work or to the project.
