The Board of Trustees of U of Illinois Facilities Planning and Programshereby requests sealed bids for construction work on the Lateral Natural Gas Pipeline (Relocation) - Phase I of Curtis Road Improvements project at the Champaign -Urbana campus project (Bid # BAU06008).

Project Description
The project consists of the relocation of a 8" UI Lateral Natural Gas Main on Curtis Road in the City of Champaign, Illinois. The lateral will be lowered to accommodate the installation of a storm sewer for the Curtis Road Improvements project. The relocated section consists of approximately 1900 feet of 8-inch, .250 wall, natural gas main.

The lower of the gas main will be completed in a 2 � day period from November 21 to November 23, 2005.

This project includes a Project Labor Agreement that will be executed between the lowest responsive/responsible bidder and the East Central Illinois Building & Construction Trades Council. A copy of the Project Labor Agreement is included in the project bid documents, General Project Requirements.

Bid Document Sources
Bid documents have been prepared by Utility Safety & Design, Inc., 1927 Miller Drive, Olney, IL 62025, (618) 392-5502 , hereinafter referred to as the Professional Services Consultant. The bid documents may be obtained from the Professional Services Consultant by depositing a check in the amount of $100 for each set, payable to the Professional Services Consultant.

Prequalification
Each bidder shall prequalify with the owner in accordance with the General Instructions to Bidders (Document 00200).

All bidders shall be prequalified with the owner. New bidders that are not prequalified shall prequalify using the Owner's web-based Contractor Annual Prequalification System (CAPS)- http://notes.ocp.uiuc.edu:8888/

The project will be administered using the owner's web-based project management system. PRZM was developed to maximize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team collaboration in management and interaction, as well as team member empowerment on a multi-layer security system.

Minimum PRZM user requirements are as follows:

  • Personal Computer: Microprocessor speed of 100mhz or higher, 32Mb RAM, and a monitor capable of at least 800 x 600 pixel resolution.
  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Software: At various stages of PRZM, users will be required to attach their documents to PRZM.
  • Computer-Aided Drawing (CAD) viewer
Bid Opening
Immediately after the closing time for receiving bids, all proposals will be publicly opened, read, and tabulated in Room #128, Facilities & Services Building at 1501 South Oak Street, Champaign, IL 61820. Noted errors, omissions and defects will be announced. Bids received after closing time will be returned unopened. The public opening and reading is for information only and is not construed as acceptance or rejection of any bid.

Bid Acceptance or Rejection
The owner reserves the right to reject any or all bids or any part thereof, to waive any informalities in the bidding, and to accept the bids deemed to be in the best interests of the University of Illinois after all bids have been examined and evaluated.

Statutory Requirements
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority that are applicable to the work or to the project. The successful bidder shall pay prevailing wages and shall utilize equal employment opportunity hiring practices in connection with this project.

Bids will be received up to the hour of 2:00 PM local time, on Thursday, October 6, 2005.Immediately after closing time for receiving bids, they will be opened publicly and read.

Pre-Bid Meeting
A pre-bid meeting will be held in Room 143 of the Facilities & Services Building, 1501 South Oak St., Champaign, IL 61820 at 1:00 p.m. prevailing time on Thursday, September 29, 2005. Representatives of the owner and the Professional Services Consultant will be present to answer questions regarding the project and bidding procedures. All prospective bidders are urged to attend.
