Project Description
Base Bid: Upgrade the existing fire alarm system in Wardall Hall and ISR Food Service and Lounge Buildings. Upgrades shall include replacement of existing control panel components and replace and/or add notification devices, initiation devices and ADA strobe annunciator devices.

Install a full wet pipe sprinkler system in Wardall Hall and ISR Food Service and Lounge Buildings with a soffit being built to conceal the sprinkler piping in the student rooms.

The project also includes alternate bids in Wardall Hall to:

1. Replace flooring in the corridors, stairwells, lobbies on the 2nd through 12th floors.
2. Paint room walls and ceilings, finned tube covers and fan-coiled units.
3. Remove the tack boards and mirrors in all student rooms.
4. Paint the corridor stairwells and lobbies on the 2nd through 12th floors.
5. Replace the 12th floor ceiling with 2' x 2' acoustical lay-in ceilings.
6. Replace the student room deadbolts with new Best deadbolts on the 2nd through 12th floors.
7. Upgrade 3 elevator cab finishes.
8. Reinsulate chilled water piping above 12th floor ceiling.
9. Remove existing fire pump controller and replace with new controller.

The Contractor will ONLY have access to the site for construction as follows:

This project includes a project labor agreement that will be executed between the lowest responsive/responsible bidder and the East Central Building & Construction Trades Council. A copy of the project labor agreement is included in the project bid documents, General Project Requirements.

This project will be managed using the owner's web-based construction project management system "PRZM".

The owner shall assign the contracts for Contract Division 5 (Electrical Work) and Division 6 (Sprinkler Work) to the Contract Division 1 (General Contractor) in accordance with Article 6.2 of the General Conditions. (Refer to Articles 6.2 and 15 of the General Conditions for requirements concerning assignments of contracts.)
Bid Document Sources
Bid documents have been prepared by BRiC Partnership, LLC, 100 East Washington Street, Suite 220 Belleville, IL 62220 (618) 277-5200, the professional services consultant. The bid documents may be obtained from Dean's Superior Blueprint, 404 E. University Avenue, Champaign, IL 61820, Ph. (217) 359-3261 by depositing a check made payable to the Professional Services Consultant in the amount of $50 OR non-cash plan deposit programs which are guaranteed by contractor associations are acceptable.
Prequalification
Each bidder shall prequalify with the owner in accordance with the General Instructions to Bidders (Document 00200).

All bidders shall be prequalified with the owner. New bidders that are not prequalified shall prequalify using the owner's web-based Contractor Annual Prequalification System (CAPS)- http://notes.ocp.uiuc.edu:/.

The project will be administered using the owner's web-based project management system. PRZM was developed to maximize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team collaboration in management and interaction, as well as team member empowerment on a multi-layer security system.
Minimum PRZM user requirements are as follows::
  • Personal Computer: Microprocessor speed of 100mhz or higher, 32Mb RAM, and a monitor capable of at least 800 x 600 pixel resolution.
  • Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
  • E-mail: PRZM requires the user to have a valid e-mail account.
  • Software: At various stages of PRZM, users will be required to attach their documents to PRZM.
  • Computer-Aided Drawing (CAD) viewer
Pre-Bid Meeting
A pre-bid meeting will be held March 6, 2007 in ISR Seminar Room No. 26, Illinois Street and Lincoln Avenue, Urbana, IL 61801 from 10:00 a.m. to 12:00 p.m. prevailing time. Representatives of the owner and the professional services consultant will be present to answer questions regarding the project and bidding procedures. All prospective bidders are urged to attend.
Bid Opening
Immediately after the closing time for receiving bids, all proposals will be publicly opened, read, and tabulated at Room 143 Physical Plant Services Building, 1501 South Oak Street, Champaign, IL 61820. Noted errors, omissions and defects will be announced. Bids received after closing time will be returned unopened. The public opening and reading is for information only and is not construed as acceptance or rejection of any bid.
Statutory Requirements
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority that are applicable to the work or to the project. The successful bidder shall pay prevailing wages and shall utilize equal employment opportunity hiring practices in connection with this project.
Bid Acceptance or Rejection
The owner reserves the right to reject any or all bids or any part thereof, to waive any informalities in the bidding, and to accept the bids deemed to be in the best interests of the owner after all bids have been examined and evaluated.
