Project Description
Project work takes place primarily within an existing roof depression which previously housed evaporative coolers. Base bid includes removal of existing roofing and concrete topping to expose the roof slab in approximately half of the area of new project work and installation of new steel columns, beams, roof joists and metal decking to enclose the entire depression with a structurally sloped roof. Approximately half of this newly enclosed area will become the Water Disinfection Lab, and a Mechanical Room with access stairs to the new roof level. New polyisocyanurate insulation (bottom layer mechanically fastened), EPDM membrane, curb and vent flashings, roof drains, and new metal edge are included as the roofing system. New mechanical curbs several locations.
New gypsum/metal stud interior walls and perimeter walls and ceilings will be used to enclose the spaces and protect the new steel structural members in the lab and mechanical room. New metal base and wall mounted laboratory cabinets with epoxy counters, radio chemical fume hoods, and a cold room will be included. Interior finishes include welded vinyl sheet flooring with rubber base, painted walls and ceiling, and a new 6-0 doorway into the existing Fourth Floor corridor.
New sprinkler, mechanical, and electrical will be provided to the new lab from the new Mechanical Room and existing services on the Fourth Floor.
This project includes a project labor agreement that will be executed between the lowest responsive/
responsible bidder and the East Central Building & Construction Trades Council. A copy of the project
labor agreement is included in the project bid documents, General Project Requirements.

The Owner shall assign the contracts for Contract Divisions #2, 3, 4 and 5 Work to the Contract Division #1 - General Work Contractor in accordance with Article 6.2 of the General Conditions. (Refer to Articles 6.2 and 15 of the General Conditions for requirements concerning assignments of contracts.)

The bid documents may be obtained from the Professional Services Consultant by depositing a check in the amount of $100.00 for each set, payable to the Professional Services Consultant OR non-cash plan deposit programs which are guaranteed by contractor associations are acceptable.

Prequalification
Each bidder shall prequalify with the Owner in accordance with the General Instructions to Bidders (Document 00200).
All bidders shall be prequalified with the Owner. New bidders that are not prequalified shall prequalify using the Owner's web-based Contractor Annual Prequalification System (CAPS)- http://przm.apps.uillinois.edu/
The project will be administered using the owner's web-based project management system. PRZM was developed to maximize the potential of the Internet in allowing project team members to access and exchange project information. PRZM supports team collaboration in management and interaction, as well as team member empowerment on a multi-layer security system.
Minimum PRZM user requirements are as follows:
- Personal Computer: Microprocessor speed of 100mhz or higher, 32Mb RAM, and a monitor capable of at least 800 x 600 pixel resolution.
- Internet Browser: Microsoft Internet Explorer version 4.0 or higher is recommended.
- E-mail: PRZM requires the user to have a valid e-mail account.
- Software: At various stages of PRZM, users will be required to attach their documents to PRZM.
- Computer-Aided Drawing (CAD) viewer
Pre-Bid Meeting
A pre-bid meeting will be held in Newmark Civil Engineering Lab, 205 N. Matthew Urbana, IL 61801 at 1:30 p.m. prevailing time on January 3rd. Representatives of the owner and the professional services consultant will be present to answer questions regarding the project and bidding procedures. All prospective bidders are urged to attend.
Bid Opening
Immediately after the closing time for receiving bids, all proposals will be publicly opened, read, and tabulated at University of Illinois Physical Plant Service Building, 1501 S. Oak St., Champaign, IL. Noted errors, omissions and defects will be announced. Bids received after closing time will be returned unopened. The public opening and reading is for information only and is not construed as acceptance or rejection of any bid.
Bid Acceptance or Rejection
The owner reserves the right to reject any or all bids or any part thereof, to waive any informalities in the bidding, and to accept the bids deemed to be in the best interests of the owner after all bids have been examined and evaluated.
Statutory Requirements
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority that are applicable to the work or to the project. The successful bidder shall pay prevailing wages and shall utilize equal employment opportunity hiring practices in connection with this project.
