The Board of Trustees of the University of Illinois, hereinafter referred to as the owner, hereby requests expression of interest and prequalification of bidders for the following bid packages for construction work for the South Campus Mixed Use Development project at the Chicago campus.

Project Description
This project, totaling approximately 432,000 square feet, consists of a residence hall with housing for approximately 754 students in four towers of four, seven, eleven and thirteen levels, a convocation center (UIC Forum) with an assembly facility seating approximately 3,000 in arena-style or 1,000 in banquet-style, a dining facility complete with kitchen, an event center, study rooms, and retail spaces. The project site is located on a full city block at the southeast corner of Roosevelt Road and Halsted Street. The total construction cost is estimated to be approximately $95 million. Construction is scheduled to commence in August of 2005.

Bid Document Review Sets
Bid documents will be made available to pre-qualified bidders through Power Construction Company, LLC, 2360 Palmer Drive, Schaumburg, IL 60173 phone (847) 925-1300, hereinafter called the Construction Manager.

Prequalification
All bidders shall be pre-qualified with the owner. New bidders that are not pre-qualified shall pre-qualify using the owner's web-based Contractor Annual Prequalification System (CAPS) - http://notes.ocp.uiuc.edu:8888/


Copies of the prequalification applications may be obtained from the Construction Manager by sending a fax expressing interest to (847) 925-1372 or an email expressing interest to kevin.wilson@lje-inc.com. Faxes and emails should be sent to the attention of Kevin Wilson, Project Engineer. Prequalification for the project's seventeen bid packages described above will begin July 29, 2005. Prequalification applications for the project's seventeen bid packages described above are due no later than 4:00 PM, prevailing time, on September 2, 2005. Prequalification is only required of prime contractors for each bid package. All applicants will also be required to provide adequate payment and performance bonding in accordance with the University's requirements. Criteria for evaluation of applicants will include company organization, relevant work experience, volume and type of work, financial standing, planning and scheduling capabilities, safety record, affirmative action and labor compliance records, and other trade specific qualifications.

Notice of Prequalification
After the prequalification deadline, all applicants who are pre-qualified for the project will be notified by the Construction Manager.

Pre-Bid Meeting
A pre-bid meeting is scheduled for Wednesday, September 28, 2005 at 10:00 AM, prevailing time, at the South Campus Development Team (SCDT) field office at 1401 South Halsted Street, Chicago, IL 60607.

Bid Opening
Immediately after the closing time for receiving bids, they will be opened, publicly read, and tabulated in the Office for Capital Programs Conference Room 244, 1140 South Paulina Street, Chicago, Illinois 60612-7217.

Bid Acceptance or Rejection
The owner reserves the right to reject any or all bids or any part thereof, to waive any informalities in the bidding, and to accept the bids deemed to be in the best interests of the owner after all bids have been examined and evaluated.

Statutory Requirements
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority that are applicable to the work or to the project. The successful bidder shall pay prevailing wages and shall utilize equal employment opportunity hiring practices in connection with this project.

Contracting and Employment Opportunities
The University of Illinois at Chicago has established the following goals and requirement for the contracting and employment opportunities generated by this project:

  • A goal that 45% of the contracts be given to minority-owned, women-owned or local business enterprises.
  • A goal that 50% of the employment opportunities be given to minorities, women and local residents.
  • A requirement that 50% of the employment opportunities be given to City of Chicago residents. (In case of non-compliance, 1/20 of 1 percent (0.0005) of your contract sum shall be surrendered in payment for each percentage less than the 50% City residency requirement.)
