This increase if for an additional two years. There is a reduction of $27,750 to the final year of the original term due the receipt of a federal grant which the vendor has passed along. Two additional years are being added to the sole source to take advantage of the savings realized with the grant. The new term date is 6/30/2025.

The University awarded a contract for Program Evaluation and Reporting System to Kansas State University Research Foundation, Manhattan, KS, for an estimated $360,000.
The University has a need to purchase software to aid in the data collection, evaluation, and reporting for Extension Programming. This is needed to provide the ability to track evaluation and reporting data. The data will need to be tracked on an ongoing basis as the documentation is necessary for Extension audit purposes. The end result of this will be compliance with State and Federal agency reporting and evaluation requirements.
The university, on information and belief, has concluded that only one vendor can meet its need or can meet the need economically. That vendor is Kansas State Research Foundation. The university has provided detailed justification to support its conclusion as shown on the attached Sole Source Justification Form.
Although the university has presented this as a sole source procurement, we are seeking competitive information from firms with the capability of meeting the university's need (even if performed in a manner different from what has been presented) to contact us and provide sufficient information to show the need can be met. If we receive that information, the Chief Procurement Officer will offer a public hearing to consider the matter. Hearing information is described below.
The University has determined that this purchase is only economically available from this source because the procurement is software license, upgrade or maintenance.
