The University has a need to procure a Magneto-optical cryostat containing a 7 tesla spit pair superconducting magnet with a variable temperature sample space, an operating temperature from 1.6 K to 300 K with four optical access ports with water-free quartz windows. The system must be cryogen-free, and not require liquid helium for low temperature operation. This is needed because key required components include a custom sample control rod, closed cycle He refrigerator, compressor, control electronics and associated cables, and power supplies. The end result of this will be interrogating the magnetic and optical properties of inorganic molecules and materials at low temperatures (1.8 K) and high magnetic fields (7 T). The university, on information and belief, has concluded that only one vendor can meet its need or can meet the need economically. That vendor is Oxford Holding Inc. The university has provided detailed justification to support its conclusion as shown on the attached Sole Source Justification Form. Although the university has presented this as a sole source procurement, we are seeking competitive information from firms with the capability of meeting the university's need (even if performed in a manner different from what has been presented) to contact us and provide sufficient information to show the need can be met. If we receive that information, the Chief Procurement Officer will offer a public hearing to consider the matter. Hearing information is described below.
