Vendor must have high-end drum scanners that can capture all of the image detail from photographic paper prints while maintaining the geometric integrity of the original prints. They must provide proof of the ability to precisely focus a cross-hair and circle target image approximately 1/500 inch thickness without any unsharp masking or other image processing techniques. In addition, the scanning system must be able to separate individual tonal steps on a standard 20-step grayscale, and the original histogram produced must possess a median value of at least 132.
The operating personnel must be highly trained and have experience in scanning such prints as well as handling this fragile and irreplaceable source material. Due to the irreplaceable nature of the material, the library in which they are housed has stipulated that the prints must not leave Champaign-Urbana, vendor providing the service must provide bonded transportation services and insurance for a minimum of $250,000 while prints are in his possession.
At the sole option of the University, the University desires an option to renew this agreement for 9 additional one-year periods based on a continuing need, availability of funds and satisfactory performance.
