An estimated start date of 12/1/2015 through 12/31/2016, 12 months
Estimated award amount has been increased to include seat replacement throughout (bench seats only � no seat backs or arm rests), widening the upper aisle to meet egress code, installation of handrails in the aisles between seating sections, replacement of the power operating components (drive-wheels, motors, etc). This will result in the gain of one hundred (100) seats.
The University award process may be delayed up to thirty days as this award goes through a state approval process.
The hearing has been cancelled since no vendors registered to attend or submitted comments regarding this notice.

The University awarded a contract for Western Hall North Balcony Bleacher Refit to Carroll Seating Company Inc, Elk Grove Village, IL, for an estimated $115,670.
WIU would like to have Carroll Seating Company remove the existing Hussey Seating bleacher seats and chair backs from the north balcony telescopic seating system at Western Hall. The seating components (seat-backs, bench seats, arm rests, etc) and electrical components are at the end of their useful life and replacement parts are no longer manufactured. The current system is no longer under warranty. WIU would not get a warranty, other than for workmanship, if a different manufacturer was to modify telescoping steel framework system designed and constructed by Hussey Seating due to the need for factory authorized replacement parts recommended for safe operation and use of the system once refurbished. We would also like to have all of the electrical components used to deploy and retract the telescopic seats, and associated collapsible structural metal framework, removed and replaced so that the system can be deployed and retracted by one person. Again, there is a need for factory authorized replacement parts to ensure the safe operation and use of the system once the work is complete. The steel structure will need to be modified (shortened from east to west and north to south) to allow for additional space around the bleachers on the balcony, and additional aisle width will be required to accommodate the most recent NFPA, ADA and IBC codes. Another seating company (Irwin Seating) was contacted but said that no manufacturer would work on another manufacturer's product due to the inability to get factory authorized replacement parts.
The University has determined that this purchase is only economically available from this source because the compatibility of equipment, accessories, replacement parts, or service is a paramount consideration.

We will hold a public hearing at the date, time and location specified below, if we
receive a request to testify regarding the sole source determination. We will also
hold a hearing if any vendor submits a signed statement showing the capability to
provide the stated supplies/services at or below the amount indicated.
The public hearing allows any interested party the opportunity to testify for or against
the sole source determination as described in this notice. The purpose of the hearing
is to receive information from the public in a reasonable manner. Formal rules of evidence
will not apply. The hearing officer will produce minutes of the hearing and may record
it in order to aid in the production of the minutes. After conclusion of the hearing we
will decide whether the sole source determination was appropriate.
We must receive any request to testify and any vendor statement no later than the
registration date and time indicated below. If we do not receive a timely request or statement, we will not hold
the hearing. We reserve the right to cancel the procurement prior to any scheduled hearing.
