This Professional and Artistic notice is published in accordance with 30 ILCS 500/35-35 and 44 ILL. Admin. Code 4.2035(e) which allows professional and artistic contracts under $100,000 to be made in accordance with 30 ILCS 500/35-30(f) and 44 ILL. Admin. Code 4.2020 (Small Purchases). The reason this purchase is exempt from the procurement code is as follows: This contract is for WIU Athletics for the NCAA audit. The responsible decision makers are Cheryl Webster, Assistant Comptroller, and Jessica Dunn, Assistant Comptroller. Eck, Schafer & Punke LLP has for many years performed the engagement to assist the University in complying with the NCAA. The cost is reasonable and Eck, Schaffer, & Punke LLP is very familiar with the procedures to be performed in order to comply with the NCAA guidelines. Western Illinois University recently bid out another auditing service contract under R086943 and had only one responsive bid. The price was too high so the proposal was non-awarded. Therefore it is in the best interests of the University to award this contract to Eck Schafer & Punke.
