This award is subject to the approval of the University Board of Trustees.

Each firm detailed their commitment to Supplier Diversity Inclusion. The 20% goal will be exceeded with each scope of work assigned. The awarded contractor will provide a utilization plan (UPlan) with the names and percentages of BEP and Veteran certified subcontractors, based on the scope/fee proposal requested (prior to any "notice to proceed'). This award will result in work on an "as needed basis" and therefore subcontractors cannot be identified at the time of award of this QBS. The resulting master contract will detail the UPlan submittal requirements with all fee proposals.

Each firm is limited to $750,000 for the contract period, regardless of which disciplines are awarded.

The University award process may be delayed up to thirty days as this award goes through a state approval process.

Project Description
This QBS will award several engineering firms master contracts (per discipline) for currently unknown scopes of work during the contract period. This will be performed on an "as needed" basis using the resulting master contracts. An award is not a guarantee of work.

Submittals from your firm will identify which any/all disciplines you wish to be evaluated for including: civil, structural and mechanical electrical plumbing (MEP).

GSU requires all awardees to confirm that they will meet or exceed the 20% minimum goal for utilization of BEP certified entities with each notice to proceed. See attachment for more information.

In addition, GSU prefers 2 unbound, printed originals of your entire submittal plus a thumb drive containing an electronic version of the entire submittal.

Only those firms which meet the following qualifications will be considered:
  • Submitted 2 copies of their qualifications.
  • Licensed to practice as an architect, landscape architect, or engineer in the State of Illinois.
  • Pre-qualified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilize an AutoCAD compatible system to provide documents.
  • There is a 20 percent BEP goal for this procurement. See solicitation documentation for details.
  • There is a 2 percent Veteran-owned business goal for this procurement. See solicitation documentation for details.
  • The contract(s) for this solicitation could exceed $50,000 annually.
Selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).

This transaction is subject to the State Board of Elections registration and certification requirements of Public Act 095-0971.
