Project Description
Illinois State University is seeking statements of qualifications from asbestos abatement design firms interested in providing design and project oversight services for the abatement of the Bone Student Center prior to its planned renovation. The Bone Student Center was opened in 1972. The two story student center and 3500 seat auditorium make up the complex. A renovation project is planned to begin in the summer of 2017. The total size of the area to be under renovation is approximately 80,000 square feet, with an additional 30,000 square feet of new construction. This project will be completed in phases, with each part of the building not under construction to remain open and operating. Qualifications should indicate the capabilities of designing and managing the phased abatement of a complex project of this size. The building contains a variety of asbestos containing materials. A budget for this project has not been established.

The scope of the design work includes, but may not be limited to:

1.Document and complete an asbestos inventory for the affected project areas in Bone Student Center

2.Design the asbestos abatement process.

3.Prepare asbestos abatement bid documents based on 1 and 2, to be bid separately by ISU.

4.Ensure that the scope of the design appropriately removes all of the asbestos containing materials to facilitate the planned renovation of the Bone Student Center and eliminates the potential of contamination or exposure to any other ISU campus area.

5.Coordinate the prepared design plans and specifications for removal with ISU?s accompanying renovation plans (prepared by others). Note that the renovation project will be constructed and completed in phases, and that the building will remain operational throughout.

6.Provide appropriate independent monitoring and testing, as required by statutes, of the asbestos removal process by an independent abatement contractor to be hired by Illinois State University.

7.Complete all paperwork, documentation and materials required by State statute, University procedures and all other applicable laws and regulations for asbestos abatement projects. Design firms interested in submitting their qualifications should have demonstrated knowledge and experience in all applicable State of Illinois asbestos abatement laws and regulations and in abatement design and monitoring that includes all mechanical, electrical, and architectural asbestos components. The designers and any sub-consultants will be responsible for developing a complete project estimate to be submitted at 50% and 100% design documents submittal stages.
