Project Description
Northern Illinois University is seeking qualified architectural engineering design and planning firms to provide professional design and planning services for Campus Housing Core Master Plan and Neptune North Renovation located on Lucinda Avenue and Carroll Avenue on the Main Campus in DeKalb, Illinois. The project will include Building Assessment, Programming, Concept Alternatives, Master Planning and Cost Estimating for a 12 acre site containing existing student housing and services, as well as four (4) acres of Parking. Additionally, Services may be continued for Schematic Design through Construction Documents for renovation of one of the existing residential buildings following completion of the master plan. This project will be administered by Northern Illinois University, DeKalb.

Qualifications and supporting materials will be accepted at the address below until 4:00 PM, Friday October 3, 2014:

The architect/engineer must work within all existing and established University project requirements and protocol including digital imaging, electronic specifications, and AutoCad/BIM drawing system.

Pre-Submittal Conference: A pre-submittal conference will be held Wednesday, September 17, 2014, at 10:30AM CDT at the Holmes Student Center. This will provide interested firms an opportunity to tour the building, understand the vision and context for this project, and ask questions of NIU.
For specific pre-submittal conference information, submittal requirements and additional information refer to the attached file.

Prior to contract award, the selected firm will be required to complete and submit a “Disclosures and Conflicts of Interest” form. The completed form and all information shown thereon will be provided to the Procurement Policy Board.

Only those firms which meet the following qualifications will be considered:
  • Licensed to practice as an architect, landscape architect, or engineer in the State of Illinois.
  • Pre-qualified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilize an AutoCAD compatible system to provide documents.
  • There is no BEP goal for this procurement.
Selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).

This transaction is subject to the State Board of Elections registration and certification requirements of Public Act 095-0971.
