Architect/Structural firm to provide professional services on an open-ended basis for a term not to exceed eight (8) years or $3,000,000 which ever expires first. There would not be any guarantee of work assigned. Services would be performed on an as needed basis during the contract period. The following are some, but not all the typical services that could be required by the firm(s) selected: Engineering studies Site and facility condition inspections and assessments Surveying Project development Project designs Cost estimates Construction contract bidding assistance Construction administration services Design/construction testing services and other engineering requirements. This project will be administered by Southern Illinois University Carbondale.
There will be an optional pre-submission conference scheduled for this QBS on November 2, 2022 at 10:00am. This will be a Zoom meeting. Zoom information is listed in the attached documentation. It is HIGHLY RECOMMENDED that you attend the pre-submission conference.
NOTE: You must submit either Form A or Form B in your response. You must submit the Utilization plan with your response. You must be registered with the Illinois State Board of Elections prior to the opening date. Failure to register with the ISBE by opening date and failure to submit Form A or Form B and the Utilization plan will result in your submission being considered as Non-Responsive.

Only those firms which meet the following qualifications will be considered:
- Submitted 6 copies of their qualifications.
- Licensed to practice as an architect, landscape architect, or engineer in the State of Illinois.
- Pre-qualified with the State of Illinois Capital Development Board.
- Registered and authorized to do business in the State of Illinois.
- Utilize an AutoCAD compatible system to provide documents.
- There is a 30 percent BEP goal for this procurement. See solicitation documentation for details.
- There is a 3 percent Veteran-owned business goal for this procurement. See solicitation documentation for details.
- The contract(s) for this solicitation could exceed $50,000 annually.
Selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).
This transaction is subject to the State Board of Elections registration and certification requirements of Public Act 095-0971.
