The University awarded a contract for customized software.
This purchase is for EPIC Electronic Medical Records (EMR) and Practice Management System (PMS) for UICOMP Clinics which are located on OSF property and Pointcore provides services. The EPIC Electronic Medical Records and Practice Management System has been used and customized over the past ten years to UICOMP practice needs. The software is located on-site inside the UICOMP clinics to allow patient visits. Pointcore also provides technical support at this same site allowing seamless operation and subsequent medical billing for UICOMP provider services.
This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for procurement expenditures for any ongoing software license or maintenance agreement or competitively solicited software purchase, when the software, license, or maintenance agreement is available through only the software creator or its manufacturer and not a reseller ( 30 ILCS 500/1-13 (b)(10)) The EPIC list price is 37% higher without using a host vendor, Pointcore. Additionally, Pointcore provides all technical support with no mark-up of software maintenance fee or technical staff support fee.
