Note: All ESCO's were notified of the diversity and veteran goals for each of the Universities and they understand it is the Universities' expectation that they will meet the current and / or future revised goals on future contracted EPC Projects. In summary, this RFP is only for ESCO prequalification to perform future EPC work over a 10 year period. Future EPC work on the 3 universities will be determined through separate project RFP's that will have approximately 2 to 5 ESCO's competing against each other for 1 ESCO to be selected to perform work on that project.

In accordance with the Illinois Public University Energy Conservation Act (110 ILCS 62/1), the University of Illinois System (the University) seeks proposals from interested Energy Services Companies (ESCOs) to provide comprehensive services to reduce energy and water costs and implement related capital improvements in selected facilities owned by the University such that annual energy and water cost savings are applied to annual payments for improvements. This method of contracting has a maximum project term as determined by state law.

The University's objective in issuing RFP A20002/Phase I is to prequalify firms for future Guaranteed Energy Savings Services Agreement(s). A committee will review the qualifications of all respondents and a select subset of those respondents will be requested to submit formal proposals for future contracts with the Board of Trustees. Respondents must be able to guarantee the capital investments required to fund these future, presently unspecified, contracts.

Pre-Proposal Meeting:

A non-mandatory pre-proposal meeting for this RFP Phase I prequalification proposal submission will be held on December 18, 2019 from 9:30 a.m. to 11:30 a.m. at the UIUC campus at I Hotel Conference Center located at 1900 South First Street, Champaign, Illinois 61820 to summarize the University?s intent for prequalifying ESCO?s for Energy Performance Contracting work as well as answering any questions ESCO?s may have. It is highly encouraged that someone from your company attend.
