Announcement of a Sole Source Purchase

ISU Student Fitness Center currently has flooring that has reached the end of its useful life and must be replaced to maintain safety, functionality, and compliance with facility standards. This renovation will ensure the space remains suitable for high-traffic use and athletic activities. The selected contractor will provide all labor and materials necessary to remove the existing flooring and install new, durable flooring designed for fitness environments. This comprehensive approach minimizes disruption and ensures the project is completed efficiently and to specification.

The University has provided detailed justification to support its conclusion as shown on the attached Sole Source Justification Form. Although the University has presented this as a sole source procurement, we are seeking competitive information from firms with the capability of meeting the university's need (even if performed in a manner different from what has been presented) to contact us and provide sufficient information to show the need can be met. If we receive that information, the Chief Procurement Officer will offer a public hearing to consider the matter. Hearing information is described below.

The University has determined that this purchase is only economically available from this source because the compatibility of equipment, accessories, replacement parts, or service is a paramount consideration.

The requested flooring materials and installation services are the only options that meet the universitys requirements due to compatibility with existing systems and standards. The Student Fitness Center has already transitioned to a specific manufacturers athletic flooring product line, which incorporates advanced materials and design features tailored for high-impact fitness environments. To maintain consistency, performance, and warranty coverage, the replacement flooring must match these specifications and integrate seamlessly with adjacent areas.

Additionally, the vendor selected has proven experience installing this exact flooring system during the most recent renovation project, ensuring they understand the manufacturers proprietary installation methods and compliance requirements. This continuity minimizes risk, avoids costly errors, and guarantees the renovation aligns with the long-term flooring strategy for the facility.
