Announcement of an Exempt Purchase

Southern Illinois University Edwardsville (SIUE) is continuing to use the Kuali Grant Management System and has opted to extend the current agreement for another 5-years (10/01/2025-09/30/2026). The Graduate School has utilized Kuali Research web application for the past 10 years for accounting and grant processing for external grants and contracts at the University. The software and access are purchased directly from Kuali.

This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for procurement expenditures for any ongoing software license or maintenance agreement or competitively solicited software purchase, when the software, license, or maintenance agreement is available through only the software creator or its manufacturer and not a reseller ( 30 ILCS 500/1-13 (b)(10)) This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for procurement expenditures for any ongoing software license or maintenance agreement or competitively solicited software purchase, when the software, license, or maintenance agreement is available through only the software creator or its manufacturer and not a reseller ( 30 ILCS 500/1-13 (b)(10)) This exemption is for ongoing use of Kuali's Grant Management System that is currently in use by the Graduate School.
