Announcement of an Exempt Purchase

Elsevier provides access to HESI (Health Education Systems Inc.) a comprehensive assessment solution with exams, practice/review, and collaborative learning activities designed and used in Nursing coursework to help students prepare for clinical licensure testing (NCLEX) required for practicing in a clinical profession.

This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for periodicals, books, subscriptions, database licenses, and other publications procured for use by a university library or academic department, except for expenditures related to procuring textbooks for student use or materials for resale or rental. (30 ILCS 500 / 1-13(b)(5)) Elsevier/HESI provides student NCLEX preparation subscriptions for pre-licensure students prepare for professional licensure once completed with degree coursework. Elsevier test preparation subscriptions allow our students to take test preparation and course preparation through an Elsevier subscription service.
