This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for performing sponsored research and other sponsored activities under grants and contracts funded by the sponsor or by sources other than State appropriations. (30 ILCS 500 / 1-13(b)(8)) If this exemption is not approved the Principal Investigator (PI) will not be able to conduct most of his planned research program, resulting in a greatly reduced ability to win external grants due to limited prior results and poor facilities and diminished ability to supervise and train graduate students, resulting in a longer time to completion and reduced ability to attract promising students to the department in the future.
