Announcement of an Exempt Purchase

Skilled theatrical stage personnel for events, primarily music concerts and other performances held on UIC Campus. Skill areas required include audio, lighting, rigging of temporary audio, lighting, drapery, or special effects equipment, electrical distribution for temporary audio and lighting systems, carpentry, special effects, props, and stage management.

This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for events or activities paid for exclusively by revenues generated by the event or activity, gifts, or donations for the event or activity, private grants, or any combination thereof. (30 ILCS 500 / 1-13(b)(2)) The University will be unable to secure the union labor. This would significantly limit or prevent the Credit Union 1 Arena from hosting concerts, resulting in the loss of a major source of revenue. Concert revenue helps offset the operating costs of the arena and enables the University to keep costs low for campus events such as UIC basketball and volleyball games, Commencement ceremonies, and other University-sponsored programs. The loss of this revenue would have a substantial financial impact on the University and could increase the costs associated with hosting University events.
