Project Description
This Request for Qualifications (RFQ) is being issued by the Board of Trustees of the University of Illinois System (the University) for real estate development advisory and consulting services in support of the Universitys real estate development strategies and project delivery, including public/private partnership programs and design-build programs. This RFQ is being issued to solicit responses for on-call commercial real estate development advisory and consulting firms to assist and advise the University in providing market data, performing complex real estate financial analysis, opportunity assessment, value comparisons, evaluating strategies for its real property capital project delivery, and soliciting and evaluating qualifications and proposals for University development projects, including complex public/private partnership and design-build projects. Your response to this request should provide a comprehensive and compelling justification for an award of this assignment to your firm by clearly outlining the value your firm will add to the activities and tasks defined in this RFQ. The university has targeted a number of three (3) to four (4) firms to be selected, but reserves the right to award more or fewer retainer contracts based on the qualifications of the submitting firms.

Only those firms which meet the following qualifications will be considered:
- Submitted 3 copies of their qualifications.
- Licensed to practice as an architect, landscape architect, or engineer in the State of Illinois.
- Pre-qualified with the State of Illinois Capital Development Board.
- Registered and authorized to do business in the State of Illinois.
Selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).
This transaction is subject to the State Board of Elections registration and certification requirements of Public Act 095-0971.
