Request for Professional Services Qualifications (QBS): Architectural Services Retainer

Project Description
The Springfield campus of the University of Illinois is seeking statements of qualifications from Professional Services Consultants interested in providing the Springfield campus with architectural services on a retainer basis. Each agreement will be for two years, beginning July 1, 2026, and ending June 30, 2028 with an option to renew for up to one additional two-year period (July 1, 2028 through June 30, 2030) for a total contract term of four years. Hourly rate adjustments may be negotiated after each renewal. Architectural Services required under this contract include, but are not limited to: feasibility studies, programming, program analysis, and remodeling projects. In addition, the ability to provide a full range of professional services under the contract is required, including in-house rendering capabilities, cost modeling, preliminary design, construction documents, procurement (bidding) assistance, construction administration, construction observation, and post-construction services. The Professional Services Consultant should have access to consulting resources that provide diverse experience and expertise to include but not be limited to accessibility, instructional and research lab, instructional space, housing, food service, retail, roofing, envelope design, sustainability, systems building, signage, interior architecture, FF&E, EH&S, elevator, IT, AV and sport/recreational type projects. The Professional Services Consultant should be skilled and experienced in energy conservation practices and commissioning/retro-commissioning of existing exterior and interior systems, such as daylight harvesting and roofing insulation systems. Development of campus standard details and building existing condition analysis reporting may be required.
