Project Description
The Board of Trustees University of Illinois Urbana-Champaign is seeking professional architectural/engineering services for the U26041 IQUIST MRL Renovation at the Frederick Seitz Materials Research Laboratory. This project will strategically renovate and reconfigure approximately 13,294 GSF within an existing research building to support the continued growth of the IQUIST research mission, improve building functionality, and address critical accessibility, life-safety, and infrastructure needs. The project has a total budget of $24,630,000, including an estimated construction budget of $18,063,392, and will be delivered as a publicly bid renovation project under Qualifications Based Selection. The renovation is intended to reclaim selected MRL basement areas for quantum dry laboratory space, taking advantage of the basements low vibration characteristics, generous floor-to-floor heights, and environmental stability, while relocating selected non-quantum and high-performance equipment to reconfigured space on Level 2. The project will also convert the underutilized Level 5 mechanical penthouse into code-compliant occupiable research support space, including offices, hot desks, shared work areas, collaboration areas, and one to two conference rooms. To enable Level 5 occupancy, the project will include required life-safety, ADA, plumbing, egress, envelope, and vertical transportation upgrades. The Base Bid will also include reconfiguration of access to the former Accelerator Lab and coordination of the project with ongoing and related campus deferred maintenance and life-safety work. Building infrastructure scope includes coordination with existing unexecuted humidification bid documents as the baseline for humidification design, with PSC verification of capacity, compatibility, and a holistic approach for the renovated/programmed spaces, no added humidification is anticipated for the Level 5 penthouse. The Base Bid includes modernization and extension of the larger existing E1 elevator to Level 5, including required structural engineering, evaluation of low-EMI performance requirements, and associated elevator communication and support systems. Fire alarm and suppression scope will be coordinated with separate project U25088 Multiple Building Life Safety Upgrades (0066, 0174, 0034), including documentation of renovation-related requirements such as penthouse stub-up and related capacity needs. Additional scope includes plumbing modifications to support new Level 5 occupancy, BAS upgrades for renovated systems, telecommunications coordination with Technology Services, and security/camera infrastructure as required. The project must be designed to minimize disruption to ongoing building operations and research activities, and the selected PSC will be expected to develop a design and construction approach that supports phased occupancy and continuity of operations where feasible. The selected PSC shall provide full professional services for the project, including planning, design, bidding/award, construction administration, and warranty-phase services. Services will include close coordination with University stakeholders and user groups, development of three schematic layout options for the Level 5 penthouse, code analysis, regulated materials assessment and design, structural, mechanical, electrical, plumbing, elevator, telecommunications, and AV coordination as required, and development of a clearly defined Base Bid with limited Add Alternates to preserve budget and schedule certainty within grant constraints.
