Announcement of a Sole Source Purchase

The Illinois Quantum and Microelectronics Park on ramp program requires a two qubit and an eight qubit silicon based quantum processing unit. Silicon based qubits are important to the mission of the IQMP because they can leverage semiconductor manufacturing industry processes for scale up to commercial value. These QPU devices must have one and two qubit gate fidelities greater than 98.5 percent to meet the needs of the on ramp research and development program. The two qubit device is needed for instrument calibration, and the eight qubit device is required for advanced research and development goals, including evaluation of device processes and control electronics to achieve market viability, high quantum logic gate fidelities are required for both applications. The university, on information and belief, has concluded that only one vendor can meet its need or can meet the need economically. That vendor is Diraq. The university has provided detailed justification to support its conclusion as shown on the attached Sole Source Justification Form. Although the university has presented this as a sole source procurement, we are seeking competitive information from firms with the capability of meeting the university's need, even if performed in a manner different from what has been presented to contact us and provide sufficient information to show the need can be met. If we receive that information, the Chief Procurement Officer will offer a public hearing to consider the matter. Hearing information is described below.
