Announcement of an Exempt Purchase

Expert consulting services will be provided for the University of Illinois at Chicagos Medicaid Quality Improvement Intervention Program (MQIIP) for Breast Cancer, under the direction of the MQIIP Project Expert. Services include participation in the Mammography Advisory Panel, collaboration with mammography experts and stakeholders, and support in developing and maintaining the MQIIP Data Collection Tool. The consultant will assist in establishing a digital platform for data collection, provide guidance on regulations and recommendations, and help develop an outreach and engagement strategy. Additional responsibilities include training and technical assistance for HFS-enrolled facilities, data analysis, reporting, and support for quality comparative analysis as requested by IDHFS.

This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for contracts with a foreign entity for research or educational activities, where the foreign entity does not maintain an office in the United States or the foreign entity is the sole source of the service or product. (30 ILCS 500 / 1-13(b)(9)) The research being conducted is directly aligned with the Universitys goals and mission, supporting its commitment to advancing impactful, evidence-based initiatives. This collaboration not only strengthens the Universitys reputation but also fosters meaningful contributions to public health and policy, furthering its role as a leader in research and community engagement.
