Project Description
A Professional Service Consultant, PSC, will be selected for this project. The University shall negotiate a Professional Services Agreement, PSA, with the selected firm for the entirety of the project. The initial PSA will only engage the PSC for the Schematic Design, Design Development, and 50% Construction Documents Phases with provisions to amend the contract for the completion of the project including 95% Construction Documents, Bidding and Negotiations, Construction, and Warranty Phases following approval of the University of Illinois Board of Trustees.

The selected PSC shall provide professional services for the heating piping replacement in Clark, Barton, and Lundgren Halls. Clark Hall is the main office for University Housing. It was originally a residence hall and dining facility but was converted to offices on floors 2-4. The lowest level contains services and mechanical rooms. The first floor is mainly reception and student lounge for Barton and Lundgren. Barton and Lundgren Halls are residence halls used for student housing on all floors. The overall project includes replacement of existing piping along with the addition of heat exchanger to provide cooling.

Most of the heating water risers in these three (3) buildings is from the original 1940 construction. System failures have occurred on numerous occasions through severe corrosion resulting in sediment blocking water flow or broken pipes. In system failure, loss of heat occurs impacting the 280 residents of Barton and Lundgren Halls in addition to the 80 staff working in Clark Hall. As a result of the shared piping network including returns and a common header corrosion, blockage, or other failures in one building often impacts the entire system.

The goal of the project is to replace the current heating and cooling systems. Currently, Clark Hall has central air conditioning from the basement to the second floor with window air conditioning units above the second floor. Barton and Lundgren Halls have no air conditioning. This project will add a/c to the two residence halls and the third and fourth floors of the office building. An extensive Feasibility Study was performed by Grumman Butkus. The final submission is dated January 31, 2023, and is included on the FTPSite for this projects reference. The site is read only. Any interior spaces in Clark Hall that are affected by the removal and replacement of piping and converters will be restored to its current historic references. There are no plans to update any other systems unless they relate specifically to the piping and heating system.
