Request for Information: UIC Hotel & Student Housing P3-Development-Lot 14

The Board of Trustees of the University of Illinois (University) is issuing this Request for Information (RFI) to seek information and input from experienced developers (Respondents or Developers) interested in a potential Public-Private Partnership (P3) with University of Illinois Chicago (UIC) for the development of a hotel and student housing facility located on UICs campus in downtown Chicago, Illinois (the Project).

UICs goals for the Project include the following::

• Provide a full-service hotel to support campus visitors, activate the south campus area, complement the campus' event/conference business, and support student academic opportunities.
• Provide additional student apartments to meet the growing demand for upper-division students to live on campus all year.
• Generate alternative revenue streams through the development and activation of an underutilized lot on Halsted street.

UIC intends to make its land available via a long-term ground lease. UIC is open to creative financial structures that will best position the project for success. The University anticipates that the development team will be responsible for delivery of the project, arranging financing, and long-term operations and maintenance of the asset(s).

The information you provide in response to this RFI will allow the University to assess the market, refine its requirements and decide whether to proceed with a formal competitive solicitation or leverage a concession award as allowed by the Illinois Procurement Code. This RFI is for information and planning purposes only. There is no guarantee that the University will issue a solicitation and/or enter into a concession agreement subsequent to this RFI.
