Request for Professional Services Qualifications (QBS): Open Order for Architectural Services

Project Description
The Board of Trustees of Southern Illinois University governing Southern Illinois University Edwardsville (SIUE) hereby requests letters of interest and statement of qualifications from Architectural firms interested in providing professional consulting services for various SIUE Architectural requirements. The selected firm would be requested to provide a variety of Architectural studies, site and facility condition inspections and assessments, project development, project designs, construction contract bidding assistance, construction contract oversight, and other architectural requirements. Construction projects may range from a few thousand to few million dollars in size, and architectural requirements from a few hours to Master Plans and major building and facility studies. Requirements may be emergent and short-fuse in nature or deliberately planned and programmed. Awardee/s may be asked to be the Architect of Record and representative of the University, and work in collaboration with University Facilities Management staff and other University consultants on various facilities projects and requirements. The contract will be awarded for an initial period July 1, 2026, through June 30, 2027, may be renewed for up to five one-year periods, and will have an estimated maximum value of $500,000 per year. Contracts shall be subject to renewal upon demonstration of satisfactory service, continued need, favorable market conditions, funds appropriated, BEP participation, and responsiveness to requests. Firms interested in providing such services should be pre-qualified with the Illinois Capital Development Board in architecture disciplines and certified with the CEI Business Enterprise Program (BEP) if applicable.

The following related criteria will be among those used to evaluate the firms and/or teams requesting consideration for selection: pre-qualification status, location of firm, staff size and disciplines, prior experience and performance of the firm and its key personnel with similar projects and engineering requirements at public institutions, other State clients, or private entities similar to SIUE, and the firms proposed management approach to this contract, current workload, BEP status and history of accurate cost information. Preference will be given for demonstrated successful performance with multiple projects and engineering requirements for a single owner or client over a multi-year period of time. Though not a requirement, we encourage eligible BEP firms to apply.
Proposals should include a complete description of the history, size and capabilities of the submitting firm and a list of projects which demonstrate the firm's level of experience. For each project indicate a knowledgeable reference (name, address and telephone number). Proposals should also describe how the firm will manage their relationship with the University to ensure continuity in key personnel assigned to the contract, effective management and regular reporting of assigned work, and responsiveness to University requirements. As a part of the submission, each team member must include a copy of their CDB Pre-qualification Certificate and a copy of their CDB 255 form. Attachments to the 255 form are allowed. Faxed or electronic submittals will not be accepted.
Interested firms need to submit only one copy of the attached forms (Financial Disclosure and Conflicts of Interest, Contract Certification, DHR Form, Insurance Checklist, Authority to Do Business in Illinois, State Board of Elections, etc.) and/or (Form A or Form B). A USB flash drive containing all of the information, including the forms, must be submitted in addition to the number of hard copies listed below. The electronic format is a requirement.
The 30% BEP and 3% VBE is an aspirational goal for all projects, this can be a combination of subcontractors, suppliers or self-perform, if you are a CEI certified BEP vendor. It is understood that not every project assigned to a retainer consultant may be able to use diverse sub-consultants to the projected utilization levels. However, the consultant is expected to use good faith efforts to achieve the projected utilizations over the life of the retainer contract period. Failure to use good faith efforts to meet projected utilization goals may be grounds to not offer the consultant a contract renewal. The awardee must provide proof of compliance in the form of paid invoices to the Purchasing office.
NOTE: You must submit either Form A or Form B in your response. You must submit Utilization plans for both BEP and VBE with your response. You must be registered with the Illinois State Board of Elections prior to the opening date. Failure to register with the ISBE by opening date and failure to submit Form A or Form B and the Utilization plans will result in your submission being considered as non-responsive.

The submittals will not be opened publicly. However, the names of the companies responding to this posting will be read publicly at 3:01 p.m. on April 7, 2026, in the Supporting Services Bldg. lobby. All parties interested in this information must be in attendance at this place and time. No information will be released after April 7, 2026, 3:01 p.m. until the awardee is posted on the Bulletin website.

Only those firms which meet the following qualifications will be considered:
  • Submitted 5 copies of their qualifications.
  • Licensed to practice as an architect, landscape architect, or engineer in the State of Illinois.
  • Pre-qualified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilize an AutoCAD compatible system to provide documents.
  • There is a 30 percent BEP goal for this procurement. See solicitation documentation for details.
  • There is a 3 percent Veteran-owned business goal for this procurement. See solicitation documentation for details.
  • The contract(s) for this solicitation could exceed $50,000 annually.
Selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).
