Announcement of an Exempt Purchase

Southern Illinois University Edwardsville is awarding a 5-year contract to Medicat LLC for their Medicat One electronic medical records software system to support SIUE's Counseling and Health Services department. Medicat will allow for - Supporting integrated medical and counseling workflows within a single system - Improve scheduling efficiency, including web-based scheduling that allows students to book appointments directly - Expanded telehealth capabilities to improve access and flexibility for students and providers - Strengthen reporting capabilities to support data-informed decision making - Provide built-in counseling supervision tools that support training, documentation review, and development of practicum and internship programs - Enhance student communication through the patient portal, allowing for efficient messaging, reminders, and follow-up - and Integrate with our current pharmacy system (QS1), allowing prescriptions to be sent directly to the on-site pharmacy.

This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for medical supplies or medical at a university-operated health care center or dispensary that provides care, treatment, and medications for students, faculty and staff (30 ILCS 500 / 1-13(b-5)) This exemption is to provide SIUE's Counseling and Health Services department with the awarded Medicat One EMR system for a 5-year term.
