Request for Professional Services Qualifications (QBS): Campus Electrical Infrastructure Repairs
First published Tuesday, April 14, 2026
Project Description
The University seeks to procure professional electrical engineering services for the planning, design, coordination, and implementation support of a campus electrical infrastructure improvement project serving the central academic quadrangle. The project involves the evaluation and modification of existing electrical distribution systems to replace the current configuration in which primary electrical service is routed through Brookens Library and distributed to surrounding facilities, with a decentralized model providing independent electrical service to multiple campus buildings. The scope of services shall generally include assessment of existing conditions, development of a comprehensive electrical service strategy, life cycle cost analysis, coordination with City Water, Light & Power (CWLP), and support of project execution through all phases, including planning, design, construction, and closeout. The project objective is to improve system reliability and resiliency by eliminating single points of failure and, where practicable, transitioning underground medium- and high-voltage electrical infrastructure to utility ownership, operation, and maintenance, while accommodating phased implementation and continued campus operations.
Project Location: One University Pl, Springfield IL 62703
