Request for Professional Services Qualifications (QBS): MEP Services Retainer

Project Description
The Springfield campus of the University of Illinois is seeking statements of qualifications from Professional Services Consultants to provide Mechanical, Electrical, and Plumbing (MEP) engineering services on a retainer basis. Each agreement will be for one two-year term, from July 1, 2026, to June 30, 2028, with an option to renew for up to one additional two-year period (July 1, 2028 through June 30, 2030), for a total contract term of four years. Hourly rate adjustments may be negotiated after each renewal. Required services include, but are not limited to, feasibility studies, programming, analyses, and remodeling projects. Consultants must be capable of delivering a full range of professional services, including cost modeling, preliminary design, construction documents, bidding assistance, construction administration and observation, and post-construction services. Access to additional consulting expertise, such as architectural support, hazardous material remediation, and environmental health and safety, is required as necessary. Mechanical and Plumbing services include analysis, planning, and design of plumbing, HVAC, piping and refrigeration, temperature control, ventilation and air distribution, laboratory utilities and fume hood exhaust, fire protection and sprinkler systems, steam and chilled water systems, and related infrastructure improvements. Electrical services include design and analysis of internal electrical distribution (15 kV or below), fire alarm and security systems, data and monitoring systems, energy management and conservation strategies, and lifecycle cost analyses. Electrical services also support mechanical systems. Consultants must be experienced in energy conservation practices and commissioning and retro-commissioning of existing systems.

Only those firms which meet the following qualifications will be considered:
- There is a 30 percent BEP goal for this procurement. See solicitation documentation for details.
- There is a 3 percent Veteran-owned business goal for this procurement. See solicitation documentation for details.
- The contract(s) for this solicitation could exceed $50,000 annually.
Selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).
