Request for Professional Services Qualifications (QBS): Freer Hall Redevelopment

First published Thursday, October 1, 2026
Project Description
The Board of Trustees of Trustees of the University of Illinois (University) is seeking a Professional Services Consultant (PSC) team for the Freer Hall Redevelopment project.

The renovation of the historic portion of Freer Halls basement and first floor spaces is required to address long standing functional, environmental, and programmatic deficiencies that prevent the building from supporting the College of Applied Health Sciences current teaching and research mission. Modernizing these spaces will return approximately 17,700 GSF of underutilized interior area to productive academic use.

The project enables the creation of BSL IIready wet laboratories, dry kinesiology research space, and a large divisible instructional classroom, all of which are essential to expanding the Colleges research capacity and improving instructional delivery. The new classroom directly addresses the Colleges need for flexible, high-capacity teaching environments that can support both large lectures and smaller breakout sessions.

Project Location: 906 Goodwin Avenue, Urbana, IL 61801
